Only books with one published multiplier and one published cooldown are on the repeat-cast board. Shatter the Azure Heavens is left off because cards disagree between 97 seconds and 37 seconds. Heaven-Lifting Hook is a next-skill buff, so it has its own board.
This board divides the printed multiplier by the printed cooldown. A 100x skill on a 5 second cooldown outranks a 150x skill on a 39 second cooldown for repeated casts. A quest that needs one huge finishing hit can prefer the bigger multiplier anyway.
